General context of the project

INTERSOS is an Italian non-profit humanitarian aid organization founded in 1992. INTERSOS works for a world of equality, justice, peace and solidarity, to achieve this INTERSOS helps people to live in dignity and security , relieving suffering and meeting their needs. INTERSOS’ mission is to support individuals, families and communities in the areas most affected by crises around the world, providing crucial assistance to populations in danger of death, in a situation of famine and suffering resulting extreme poverty, disasters and conflicts.

INTERSOS started working in Lebanon in 2006 to support the Lebanese people affected by the Lebanese-Israeli war. Since 2013, INTERSOS has supported vulnerable populations in Lebanon affected by the Syrian conflict, including Syrian refugees and affected Lebanese. INTERSOS currently operates in all the governorates of the country through 4 operating bases (BML – in Beirut, South – in Tyre, North – in Tripoli, Bekaa – in Zahlé). Protection is the main sector of intervention, often integrated with other complementary interventions (shelter, health) either through direct implementation or through partnerships.

INTERSOS Lebanon’s protection programming includes environmental repair, response and strengthening activities, with interventions targeting the individual and community level. Activities include case management (for GBV, CP, PwSN), MHPSS, legal services, community protection, protection monitoring.

General objective of the position

Under the direct supervision of the Protection Coordinator and in close collaboration with the MEAL department, the Protection and Data Quality Specialist will be responsible for the collection and analysis, at the coordination level, of the data generated by protection interventions to improve consistent and accurate reporting and to develop evidence. information to inform program development and adaptation. The position will play a crucial role in helping INTERSOS Lebanon improve analysis and reporting on the quality and impact of protection activities and contextual protection needs and gaps, as well as improving the quality and scope. trend analysis and response planning. The incumbent will also be responsible for reviewing data collection practices and mechanisms and advising the coordination team on data management and protection.

Main responsibilities and tasks

Data analysis and management

  • Responsible for regular protection analysis at the coordination level of data collected across projects and interventions to support holistic and comparative monitoring and collection of evidence on the implementation and impact of activities.

  • Analyze protection data to ensure there are no discrepancies and all reporting processes are followed

  • Provide data analysis information highlighting protection gaps and key trends and bring them to the attention of the Protection Coordinator

  • Identify opportunities and develop models and mechanisms for using combined data streams to improve project component integration information and reporting

  • Responsible for developing and updating dashboards highlighting INTERSOS protection activities using appropriate visualization tools to support the presentation of information.

  • Support the Protection Coordinator in carrying out quality checks of protection activities and field information gathering processes and practices through regular and frequent field visits.

  • Reports

  • Responsible for writing and supporting the development of protection statistical and analytical assessments and reports, including those related to monthly and quarterly snapshots and as required for proposal development,

  • Produce trend reports to highlight needs, challenges and impact of targeted interventions at quarterly, semi-annual and annual timelines

  • Support the Protection Coordinator in the development of position papers and other information products to inform Intersos’ response and advocacy in Lebanon

  • Responsible for reviewing reports and activities of protection monitoring and outreach volunteers to strengthen consistency of reporting and quality results across all bases, including identifying key data points and strengthening the capabilities of the reporting teams.

  • Responsible for reporting protection data to all cluster and coordination mechanisms with the approval of the protection coordinator

Tool development

  • Responsible for supporting protection monitoring teams in the development and refinement of tools for identifying trends and monitoring protection incidents.
  • Develop protection monitoring and evaluation tools to track protection impact and outcome indicators and ensure that regular data is collected for the same
  • Responsible for designing tools at the coordination level to facilitate better monitoring of protection issues and identification of new and emerging needs among vulnerable groups in areas of intervention.
  • Support the continuous integration and collection of key performance indicators across all interventions to provide meaningful data contributions to the INTERSOS protection response.
  • Support the Protection Coordinator to review and evaluate ongoing and completed projects based on the results of monitoring and evaluation of activities, including PDMs, to identify and document best practices and lessons learned .
  • Make recommendations and coordinate the implementation of any required improvements to data management processes.

Data protection

  • In coordination with IMO and HQ, support the update and deployment of contextualized data protection SOPs for the mission in Lebanon
  • Coordinate and support data generated by local partners for protection activities, as appropriate
  • Ensure that data protection protocols are followed for all protection data stored online and offline, in particular ensuring that sensitive and identifiable data is stored responsibly and not accessible to anyone else. don’t “need to know”
  • Review of information collection and database access processes and practices across all project interventions to ensure compliance with data protection standards and relevant data sharing agreements, including analysis safe and confidential storage and consent of beneficiaries.

Coordination and networking

  • Participation in relevant coordination and working groups at the request of the Protection Coordinator
  • Work in close coordination with the M&E team and IMO to ensure standards are met and common tools are developed

Profile and experience sought


University degree in social sciences, international relations, human rights, journalism, statistics, information management, monitoring and evaluation, or other fields related to statistics, social development and/or humanitarian work.

Professional experience

  • Minimum 5 years of relevant professional experience in the implementation of humanitarian protection activities within an international NGO
  • Minimum of 2 years of experience in project reporting and data management, including the development of indicators related to results and impact and/or the collection and analysis of data on these indicators
  • Solid experience in protection program management roles
  • Previous experience in the Middle East context (desirable)

Professional requirements

  • Excellent reporting and writing skills
  • Demonstrated superior knowledge of software analysis, information management and data visualization tools, including KOBO/Power BI and Google Data Studio
  • Solid and proven understanding of the application of protection principles and standards to data collection and reporting
  • Demonstrated knowledge and commitment to humanitarian principles, gender equity and protection
  • Control of MS


  • Fluency in written and spoken English
  • Working knowledge of Arabic desired
