MHPSS Specialist – National staff only

The position has 4 main objectives to achieve:

  • Strategy: define the intervention strategy of HI Syria’s program in terms of MHPSS and ensure that the intervention complies with HI’s standards and priorities
  • Technical support: provide the necessary technical advice to the project teams. This includes development tools for needs analysis; the development of standard operational processes; training materials, outcome and impact measures,..
  • Capacity building for HI staff and partners
  • Quality control of the MHPSS intervention
  • Networking: ensure that HI is represented in clusters and working groups related to MHPSS and protection
  • Business development: contribute to the development of proposals and major reports

Missions and Responsibilities

Responsibility 1: Strategy

  • Contribute to the development of the Syrian strategy
  • Define the MHPSS strategy for the whole of Syria and support hubs in defining their hub strategy
  • Collaborate and share information, tools and training with the Physical Rehabilitation Technical Coordinator and TOs
  • Actively participate in Technical Unit (UT) activities (i.e. strategic planning, PM meetings, …)
  • Collaborate with Monitoring, Evaluation, Accountability and Learning (MEAL) department for analysis of MHPSS-related data
  • Collaborate with the TOs and within the TU to adapt the strategy, approach and tools to changing contexts to ensure that the technical components of MHPSS are relevant, effective/impactful, efficient and sustainable;
  • Comply with human resources, security, logistics and administrative procedures

Responsibility 2: Provide targeted technical support to MHPSS Technical Officers

  • Organize regular online meetings with Technical Officers/Advisors (TO/TA) from all hubs
  • Have regular individual case study sessions with TOs
  • Update the MHPSS online toolkit with activity fact sheets, approved guidelines and manuals, presentations and other relevant technical documents
  • Facilitate participation and communication between the entire MHPSS team
  • Participate in recruitment (drafting of job descriptions, tests and interviews)
  • Support TOs in emergency response
  • Provide information on purchases of psychosocial support equipment

Responsibility 3: Capacity Building

  • Assess, analyze, prioritize and respond to MHPSS TO knowledge needs
  • Design and implement a TO capacity building plan
  • Organize and implement training (face-to-face and online)
  • Ensure onboarding of MHPSS staff when needed
  • Support the TOs in the training of field teams (training design, choice of the most appropriate methodology, validation/harmonization of teaching materials, verification of translated technical documents) and organize direct training for field teams if necessary

Responsibility 4: Technical development

  • Support TOs in adapting the HI approach and tools to the specificities of each environment in each hub
  • Improve specific tools for MHPSS work with people with disabilities, injuries and amputations as part of the comprehensive rehabilitation approach
  • Develop/implement new MHPSS approaches and services i.e. community MHPSS approach, family and child approach
  • Support the TOs in the participation of clusters and working groups and participate directly when needed

Responsibility 5: Monitoring the quality of MHPSS services

  • Develop quality control mechanisms and monitor the quality of the MHPSS intervention
  • Provide technical documents and training materials with evidence-based content
  • Ensure the implementation of the HI approach and tools in all hubs, supporting TOs in solving challenges related to the specificities of each context
  • Ensure the implementation of the latest HI evaluation model
  • To follow the technical reports of the TOs
  • Ensure that all project control and monitoring documents are regularly transferred to HI Database Manager and contribute to data analysis on a regular basis
  • Develop quality control mechanisms and monitor the quality of the MHPSS intervention
  • Provide technical documents and training materials with evidence-based content


  • Contributes to the design and writing of new projects in the country
  • Support the operational team in key reports, ensuring MHPSS analysis
  • Identify and develop local partnerships and/or consortia with NGOs, Institutions, Companies on technical priorities or important topics in the region under its sectoral scope

THE SUCCESSFUL CANDIDATE will have (education and experience)


  • Master in Clinical Psychology



  • At least 5 years of experience working with NGOs and civil society in development and emergency response
  • Have clinical experience in providing individual counseling and group psychosocial support
  • Experience working on community mental health and psychosocial support activities
  • Experience working with vulnerable groups, particularly people with mental health issues or psychosocial disabilities
  • Experience/knowledge of capacity building and clinical supervision, training methodologies/adult education, pedagogy
  • Experience in developing standards, tools,…
  • Experience writing proposals
  • Excellent reporting skills (written and oral communication)
  • Fluent English


  • Proficiency in the Arabic language is an asset.
